The Hazel Ying Lee Apartments is a family-focused apartment community in the Creston- Kenilworth neighborhood, where area residents are increasingly at risk of displacement from rising rents. The project provides a mix of studios and larger units for individuals and families in need of stable housing, within a short walk from neighborhood amenities such as Powell Park and frequent-service transit.
In partnership with the Immigrant and Refugee Community Organization (IRCO), 30 of the family-sized units provide Permanent Supportive Housing (PSH) for families exiting chronic homelessness. The site includes indoor and outdoor play areas, a computer lab, two community rooms, a laundry room, raised garden beds, and more. At 206 units, the Hazel Ying Lee Apartments is the largest project developed with Portland’s Housing Bond funds.
The project’s namesake, Hazel Ying Lee – a graduate of nearby Cleveland High School – was a Portland-born daughter of first generation Chinese American parents, who went on to become the first Chinese American woman to fly for the United States military during World War II.
